That Cyclist has just as much right to use the road way as and other vehicle as long as they are following the traffic codes. Now if he was not using the proper hand signals for turns, then perform a traffic stop. Cite or warning for not signaling etc. But the officer CAN NOT tell the Cyclist he has to use another street unless it is specifically posted No bicycles on 6th. which would be a village ordinance.
