As discussed during the dispatch call, dispatch received a call about two people staying in a tent that was blocking the sidewalk near Wasco Street and Wasco Loop in Hood River. One passerby reportedly spoke to them, leading to a brief verbal confrontation. The individuals were described as possibly camping outdoors.
