As discussed during the dispatch call, deputies investigated a possible suspicious person near Van Owen Street in North Highlands. A man with red hair on a bicycle was described wearing a black top and gray pants on the south side of an apartment complex. Reports suggested he may have removed a jacket, and a woman believed to be connected was later detained. The situation was later declared under control.
