Those dogs are not taken care of. I have seen the dogs and have called before I believe we need to have better laws in place for all animals but especially domestic. This weather all animals need to be inside something. With the exception of cold weather dogs and then they need to be closely monitored. I also thing that we need the rights and responsibilities of pet owners mail to every person that lives in Lonoke county along with the consequence if violated so that people can’t say I didn’t know
