Caller reports concern for children playing near restaurant

As discussed during the dispatch call, a caller reported seeing two children playing on a snow pile near a restaurant across from a government office. The caller expressed concern for their safety as one child lacked gloves and they could slide into the road. The children later left the area in a vehicle, possibly with their parents.
